Self-Help Scheme was created by Peter Kirk
The Air Ministry, or was it Bomber Command brought in a self help scheme, I think in 1943, to help complete smaller tasks that Works could not complete within a reasonable timescale. I have come across this in connection with building of some ranges by Bomber Command but have yet to find a copy of the relevant order.

Has anyone come across a copy of this order and if so when was it published and by whom?

I don't recall seeing it in the RAF Builds for War but then I have yet to read it from cover to cover.

“ODD JOBS” - WAAFS
WAAFS and men of the R.A.F. on a Yorkshire bomber station are collaborating to free man-power in a self-help scheme by spending two hours week doing some of the odd jobs which would otherwise, occupy the time of local contractors, or the station works flight, says the Air Ministry News Service.
The girls have far assisted by distempering and other interior decorating, spring cleaning, repairing bicycle racks, replacing broken door knobs and salvage collecting. The airmen do the heavier jobs.
