Without knowing the exact location of those lights and assuming they are sodium floods it is impossible to say. Are you sure that those shown are on a runway edge?
Some RNAS stations had a runway configured for deck landing practice with appropriate lighting and approach aids.
I noticed that the pictures of the B2 to Fairford seemed to show very similar portable light around it when it was parked up, presumably standard procedure - would not want someone stealing it!
Possibly Wingbars - green at the approach end and red at the downwind end. The could be either elevated (as these are) or flush. Plenty on the web about them (hard work!) But most descriptions state 'a minimum of five lights'
