Can anybody ID what this unusual wartime concrete structure was?

Peter,
Did you notice the rod running the length of the thing along the centre line?. Its reminiscent of the rod through the centre of the practice bomb that triggers a detonator in the sheet steel tail that carried the titanium tetrachloride.

The usual HE Bomb had a tapered body although there was a parallel side version. Could also be Smoke.
