That method is still used today, alyhough not on runways or roads.

Yes I've used it on canal restoration they where called grasscrete

There's an irony there. Just left to it's own devices (unused) even large areas of concrete become covered in a thin layer of soil and grass. Doesn't do much for aircraft braking efficiency.
