This building still exists,
I'm studying wartime aerial photos to see if this example had a fence around it.
The fence and gates can always be added later if required.

Here's an air photo from mid-1944 of Deenethorpe, with the Sub Station arrowed.
I can't see any sign of a fence surrounding the building, but someone might be able to interpret it better than I:

I'm trying to work out the arrangement of the side door and its blast wall.
That panel of render visible in your photo could indicate a covered porch of some type, similar to the one on the same building at Davidstow Moor.
However, the Sub Station 13241/41 at Spanhoe (Building 10) has a long wall, which seems to be the same size as that in the air photo above.
