That will be Dalgety Bay bombing range, originally opened in 1932 for Donibristle. One of the early ranges in Scotland. It was also in a list of suggestions for a possible Armament Training Station range in 1938.

I came across that set of documents some time ago and they are good at showing the fading from sight of the arrow. I assume, like a lot of the concrete ones, that it is still there, buried under year of vegetation.
