HOW TO - I want to identify a thing or place, where in the forum should I do this.

If the question relates directly to an identifiable place which already has a thread on the forum, eg an airfield, memorial, or other site, then you could ask in that thread.

If it relates to a more specialised subject, then we have lots of places that might cover those, for instance vehicles, buildings, bombing ranges, fuel depots and many other subjects have dedicated areas

If you are not sure of where your thing or place might fit, then you could ask by starting a new topic in the "Where or What is this" area.

It may be that after it has been identified the topic is moved somewhere more relevant, but you need not worry about that, the moderators will do that
