I bet they were not the first, or indeed the last to do similar things at archives. I suspect you have to be dedicated to the task as it is probably very boring if you are not. You'd be surprised at the number of people who can't see the point in storing old documents or even history as a concept.

If it was due to incentives or performance measures they should have realised that these always have adverse effects in other areas and don't always reap the benefits for the organisation as a whole. This is especially applicable to lower paid staff where a little means a lot.
