Command Papers

Does anyone have any idea of how Cmd. and Cm. papers work? I have been cataloguing ARG archives and I notice or rather suspect, that after a certain number, they revert back to Cmd.1 and start over. Not sure yet what that threshold is, it may be as high as 10,000. Its odd that the Air Estimates Memoranda are Cmd. papers but the actual Estimate is not. It would be great to have a full list, we have many more I just have not got around to examining them yet. The few I have found so far are:
