These two photographs were sent to me ten years or so ago by somebody... I don't think that it can be Savannah, the Eighth Air Force Museum. I'm sure they are from the Colorado Springs Memorial Garden ?? Anyone know ???

This is the memorial to the 95th BG at the United States Air Force Museum Memorial Park, Wright Patterson Air Force Base. Slightly different but I guess it's the same place. It was built in 1988. Perhaps your photo was taken before it was complete?
