It is concrete and reminds me of the Steel Firewatchers shelter
The memorial is not far from Plan de Dieu airfield which was used by the Luftwaffe in 1944/45 and is still a french military site although it has no infrastucture other than a much marked down/reduced concrete runway runway (A Flying club operates from a hangar to the East and flys from a grass strip east of the hangar)
