Definitely not Luton.
Both those C172 (XZJ and XUV) are listed in G-INFO as being owned by a company in New Radnor, Powys and both were written off, the first in '76 and the second one in 1984 so the piccy has to be 1976 or earlier hence I looked at Cardiff but it's not there either. I also ruled out Southend, Blackpool, Liverpool and Cardiff.
Has to be a medium size airport at least to accept Gulfstream/125/Argosy/Learjet

It does remind me of Luton too. I wonder if it is overseas, possibly with visiting aircraft at an air show?

That must be it. The later addition being the external staircase.

I think it may have been taken in 1973,RAF Argosies and the HS125 with the distinctive rudder markings appeared at the Paris Airshow that year.

I thought Luton as Court Line had an Argosy, maybe an ex military one that hasnt been repainted.

As fo not looking English, well it looks English to me!
