The construction, to me, seems purpose built to resemble the bridge of a ship.The covered signalling lamp and what appears to be a triangular 'pennant' flying from the mast still suggests a maritime signals training establishment.
IIs that a semaphore mast to the right of the lamp?

In the original picture in the far back ground you can just about make out a single storey building with something like a telegraph pole coming from it ,In the picture Dungeness lighthouse and signal station between the station and the building next to the pylon one can see a single storey building with what looks like a telegraph pole emerging from it if one compares the angles of the photographs a camera positioned to take the first photograph and include that building would appear not to include most of the details on the Dungeness photograph . In short there would appear nothing in either photo to stop them being of the same signal building albeit possibly at different dates
