It's a PAR-3B Precision Approach Radar for talk down. It can be turned (it's on a turnable - but it did have wheels!) to face either end of the runway.
The consoles would have been in the Approach Control Room in the tower.
Later superseded by PAR-3C, in the early 60's - a much more sophisticated system - in what looked like a big chicken shed with a large chimney on it.
The PAR is called 'SLA 3B' or 'SLA3C'.
The 3C aerial is totally different to that in the photo however the 'caravan' shown could be an 'SLA 1' rather than a 3B; we had an SLA 1 at Farnborough when I first went there and went from that straight to the CR62 rather than getting an SLA3C.
