Hmm, brings to mind Ernest Marples, transport minister and road construction company director and the chap he enlisted to "overhaul" british railways in the early 60's, a certain Dr Beeching, there's corruption in all levels of government,national AND local.
A similar thing happened here in Cheltenham in the 60/70s, two local councillors, one a builder and the other who ran a demolition company, pressed hard to flatten and redevelop a lot of important historical buildings in and around the town centre, guess who got the contracts....

Why not let Time Team do all the archaeological excavation work at nil cost to developer and Local Authority - they're so much quicker and more efficient than anyone else, and it's even really exciting when they find s*d all!
