I know it's been a while since this thread was created but if anyone is interested, it is an underground reservoir.

A bit of both methinks underground reservoir with overground earth-covered plumbing.

Yeah, there's the main reservoir tank underground, a separate ball float chamber underground and then the valve room at the front.
I do have some photos but I believe that the forum rules prevent me from showing them unfortunately.
